When their legacy core system no longer met modern security standards and couldn’t keep up with continuously changing legislation, Dutch municipalities agency Vereniging Nederlandse Gemeenten (VNG) needed to modernize. Ideally, the new system wouldn’t just be up to date, but would also boost business efficiency. Paper processes, dispersed information, and an inability for national registrations to exchange data were all slowing the organization down. And with a team of developers working in one location and business stakeholders in another, cooperation and speed were barriers to solving these issues.

Four developers completed the project in just 6 months, versus an estimated 2 years using traditional development methods. The web-based WOZ Datacenter (WDC) gives the organization the ability to respond faster to changing legislation by supporting the exchange of information between several nationwide registrations. Now government organizations can easily access data about special buildings, sports fields, schools, parking garages, and more so that municipalities nationwide can perform activities like estimations on town planning costs and taxations online. Around 1,500 registered users have access to the private part of the application, while many more visit the public pages.
