Must-Have:
- Proven experience as a Project Manager leading digital transformation initiatives (minimum 10 years)
- Minimum of 3 years of experience delivering projects within the Public Sector
- Proven experience managing complex projects, multidisciplinary teams, and cross-functional stakeholders
- Strong experience working with Agile methodologies
- Bachelor's and Master's degree in Information Technology or a related field
- Mandatory OutSystems certification: Associate Developer 11 (ODC)
- Minimum of 1 OutSystems Specialist certification
- Scrum Fundamentals Practitioner Certified (SFPC) certification
- Professional Scrum Product Owner I (PSPO I) certification
- Training or certification in Cybersecurity Awareness (Cidadania de Cibersegurança)
- Training, certification, or proven experience in Risk Management
- Strong project planning, governance, budgeting, and risk management skills
- Excellent communication, stakeholder management, and problem-solving abilities
- Proven ability to successfully deliver large-scale and high-complexity projects
Would be great if you have:
- Experience leading enterprise digital transformation programs
- Previous experience managing Public Sector modernization initiatives
- Experience coordinating multidisciplinary technical and business teams
- Knowledge of software delivery lifecycle and application development best practices
- Familiarity with OutSystems platform capabilities and low-code development environments
- Strong understanding of governance, compliance, and project assurance practices
- Results-oriented mindset with the ability to balance strategic objectives and delivery timelines
- Ability to work effectively in complex environments and manage multiple priorities
- Collaborative leadership style with strong influencing and decision-making skills
