The Massachusetts Gaming Commission (MGC) seeks to hire a Jr. Application Developer.  Under the direction of the Chief Information Officer (CIO), the Jr. Application Developer is responsible for core development and support of MGC applications.  The incumbent will need to understand standard systems development lifecycle processes, maintenance, and support. They should also be comfortable interacting with different groups within the technology division and other business areas to understand the User Experience (UX), goals, provide customers with pertinent feedback, and understand how to match existing user interface (UI) guidelines to meet established requirements. 

Duties and responsibilities include, but are not limited to, the following:

• Develop, test, and implement application components from the requirement and technical design documentation according to agency design standards
• Ensure all project documentation is created, archived, and updated, including design, development, and deployment documentation
• Troubleshoot, debug and optimize code for performance and security
• Prototyping and Proof of Concept developments for new developments and changes
• Helps consolidate technology and applications to achieve business agility, cost reduction, and improved customer experience

Qualifications

Skills and Qualifications:

• Experienced and highly skilled in the following technologies as design lead and developer level. C#, .Net Framework, Cloud, Low-Code (e.g., OutSystems) with Microsoft IIS and Apache Tomcat in an Azure Windows environment Proficient in JavaScript, JQuery, CSS, HTML, Visual Studio, and Bootstrap
• Strong experience with analytical and problem-solving skills
• Ability to review/proof all code to ensure error-free functionality
• Ability to meet scheduled delivery dates as defined by the project manager
• Experience working with agile/scrum

Experience, Education, and Training:

• Bachelor’s degree with two years of relevant experience; or an equivalent combination of education and experience.
• Experience writing web applications to predefined UI and coding standards
• Experience writing data-driven web applications and complex queries for MS SQL and MySQL
• Experience building and consuming RESTful APIs
• Demonstrated experience in debugging tools and testing methodologies

Salary is commensurate with experience.

The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011). Under the law, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor license in Massachusetts.
