I have images working in emails, but cannot seem to control their size, or add additional styling attributes.  I have attempted to add local styles, CSS styles, Table Cell styles, with no luck on the final emails in Outlook 2013.

Outlook is especially resistant when it comes to proper HTML formatting, as it uses a decades old rendering enginge. If you really must target Outlook, you probably need to compromize a bit.
