i want to configure J2EE. I dont understand what is J2EE compiler tool.

I assume you are trying to use Integration Studio? If so, are you running the Java stack or the .NET stack of the Platform? If the latter, you don't need the J2EE compiler tool, you just need to set the "Application Server" property of the extension from "(Both)" to ".NET":

J2EE compiler tool is a slightly confusing name for the Apache Ant build tool, used by Integration Studio to compile your Java code/project into executable* binaries.

You can download it from their website, but is likely also part of your Eclipse installation (in your case, you may find it in: C:\Eclipse Luna\plugins\org.apache.ant_<version>.v<datetime>\bin\ant.bat.

If you do not need to have a Java implementation of your extension, you can change the configurations for the extension like Kilian suggests. 

* Java bytecode, that gets interpreted/run by the Java Virtual Machine, for the accurate and completely off-topic details.
