To help navigating in SS (through screen designs, user actions, etc), the user should be able to 'bookmark' the current node (action/screen), a bit similar to Outlook 'Follow Up' flag. Visual Studio 2003 also has bookmarks for helping navigation.

Then , a mechanism should exist for the user to quickly browse through the bookmarked nodes (in a next/previous fashion, or (better) a new menu with all the marked nodes).

SS is not multi-window, but we work in a way that most of the time we're editing a small group of related nodes (ex: screen design + preparation + 1 ou 2 related user actions); so, this would improve navigation a lot.
