An user report that he coudn't login and I decide to use his account and i couldn't login too and I saw the log and the log say 

"there was not enough remaining storage space, or the storage quota was reached and the user declined to allow more space"

how can I solve this?

no, all mobile devices cant logging in his account but can loggin with other accounts.

Are you doing another action when your users log in? Like syncing some amount of local data?

Maybe something this user has is quickly filling local storage on User devices?

Yes, the user can create an report offline when he connect with internet we sync with our database. I think about that but others smartphones that have alot of spaces can loggin in his account
