Inactive user not counted towards licencing limits?

  

Hi there, 

Quick question: In Service Center, the user count is called  "Active Named Users". So, I would assume that ONLY active users are counted towards the user limit defined by the license? That is, I could simply periodically deactivate user accounts to free up user accounts under the license?
