[Licensing] Is the User limit a hard limit?

At the moment we are nearing the User limit of our outsystems license, and I've already notified the right persons in our company for upgrading our license, but this process could take some time.

I'm wondering if the user limit is a hard limit that will prevent us from creating new users, or will there be some kind of grace period in wich we can make sure we have the right licence?

As far as I know the limit is hard. You cannot create a new user if that means you go over the max users that your license supports. If you set an users to Inactive it effects that user will be reduced from the user count as far as I know.
