ORA-01917: user or role '[runtime user]' does not exist on Configure New Schema

I'm trying to create a new schema to migrate some of my applications to.  


In ServiceCenter: Administration / Database Schemas / Configure New Schema, when I test connection I receive this error:


Failed to setup permissions and base functions correctly: ORA-01917: user or role '[runtime user]' does not exist


I've verified that the runtime user does, in fact, exist in the database.


In our organization, creating new Schemas in the Oracle database requires a specific request to the DBAs, so I did NOT start by entering the data and choosing Download Creation Script.  Here's what I did:


1. Had the Oracle DBAs creat my new schema

2. Entered the info on the Configure New Schema page and downloaded the script

3. Had Oracle DBAs executed the GRANT and ALTER statements:

GRANT CREATE VIEW TO "[NEW SCHEMA NAME]";

GRANT CREATE TABLE TO "[NEW SCHEMA NAME]";

GRANT ALTER SESSION TO "[NEW SCHEMA NAME]";

GRANT CREATE SEQUENCE TO "[NEW SCHEMA NAME]";

GRANT CREATE PROCEDURE TO "[NEW SCHEMA NAME]";

GRANT CREATE TRIGGER TO "[NEW SCHEMA NAME]";


GRANT CREATE SESSION TO "[NEW SCHEMA NAME]";

GRANT CREATE SESSION TO "[runtime user]";



ALTER USER "[NEW SCHEMA NAME]" QUOTA UNLIMITED ON "[TABLESPACE]";

ALTER USER "[NEW SCHEMA NAME]" QUOTA UNLIMITED ON "[TABLESPACE]";

ALTER USER "[runtime user]" QUOTA UNLIMITED ON "[TABLESPACE]";

ALTER USER "[runtime user]" QUOTA UNLIMITED ON "[TABLESPACE]";


4. went back to the Configure New Schema page, entered the information, clicked Test Connection, and received the error.


The specific user that the application is using does not have permission to the right database. Check your platform server configuration and the users that are running the services.
