I´m doing a custom CSS for mobile, can I use CSS variables? 

On the browser works, but it works on all mobiles devices?

The BaseTheme for mobile don´t use CSS variables.

The post that you share don´t give a straight forward answer.

My main question is if OS do some kind of transformation of the CSS when creating the APK (android) or IPA (iOS) that can work on all devices, or all devices support CSS variables.

On Android and iOS the OutSystems mobile apps use the cordova framework. This means your app is just javascript, html5 and css3.

The support for any javascript, html5 or css3 feature depends on the browser (or webview component) being used.

The www.caniuse.com website which give you a complete overview of the adaption of a feature by all web and mobile browsers.
