Hello.
After contact outsystems support they find the solution for this.
and here it is :

1. Configuration Tool (Start Menu -> Programs -> OutSystems -> Administration Tools -> Configuration Tool)
2. Click on tab Session, Press button Configure Session Database.
3. Give SQL Credential ( Typically sa )
4. Save and restart services.

Thanks to Miguel Costa João

Hi,

I need to move an outsystems database to a different server, but we're still using the 4.0 version. In this case, we don't have the Session tab in the Outsystems configuration utility . So how do we configure the aspstate users?
Hi Ricardo

Information about the proper installation of an 4.0 environment, including the database, is available in the Installation Checklist for 4.0 Hub Server.

Select the Hub Controller+Hub Node+Database role for a First install type, and you'll find the following 3 steps necessary to setup the Session Users:

- Configure SQL Server for ASP.NET SQL Server Session State
- Create HubState User and Set Its Permissions
- Edit the machine.config file

Cheers
