Sorry for the ignorance, but i'm a beginner at Outsystems.  Is it possible to create a database in a web apps and launch the data from a mobile apps?  thanks

Yes it is. The best way is to place the data in an espace of it's own and then reference that espace by both the web and mobile application.

You do need to consider if you need to access the data on the mobile device while offline or in poor reception areas, if you do then you will need to look at copying the data into local storage on the device and doing Syncing to keep the device and server in sync. The mobile guided training courses are a good place to start if you need to go down the sync path.

Yes, you can. But be aware that is not a good practice expose the entity to be modified by consumer modules.

The best ways is create your CRUD like server actions and then expose them to consumer modules.
