You can do this using the CSS and media queries in best way. You can create a theme module and add the required base CSS in it. This will also help you to reuse the theme in multiple applications.

As long as you use OutSystems UI widgets, things should be reasonably responsive.

When you use some of its widgets, they provide options for Mobile and Tablet behaviors, like the columns:

Other than that, you can control it in two ways: 1) with CSS and media queries  (more advanced) and 2) using widgets to control the content to display on different types of devices:

Although my screenshots were from Reactive, you can have the same on Traditional Web, you just need to reference the widgets and actions from OutSystemsUIWeb, like on the screenshot below:
