When I tried to implement the same use-case, I also encountered the exact same error.

Error Stack:

You must enable Billing on the Google Cloud Project at https://console.cloud.google.com/project/_/billing/enable Learn more at https://developers.google.com/maps/gmp-get-started Places API error: BillingNotEnabledMapError 

Note:

The logged response clearly states that - If you are trying to use/access the Google Map API service in the cloud hosted application you will have to enable the Billing for the respective Project using the Google developer Console.
