OutSystems uses (an old version of) HighCharts for its Chart components, so there's no need to try and add HighCharts to OutSystems yourself, unless you need functionality that's not supported by the HighCharts version OutSystems uses. See the OutSystems Charts documentation for further information.

EDIT: Note that you need to use the right Charts version for Reactive, viz. "OutSystems Charts", not "OutSystems Charts Web".
