It is now floating above the navbar (header)

Which Layout You are using,As far as I know we have a layout In which We have a placeholder for a footer there you can define your footer and you can use it at every page

I use a footer layout
However, the footer remains at the top of the page and appears above the header.
You can rearrange the order form widget tree.
Can you please share snapshot or oml what does it looks?
you can add screen and then footer is automatically created.
