Checks if a user has the 'Configure Infrastructure' permission. If no user is specified, the current user is used.
UserId : The user to check permissions for. If no user is specified, the current user is used instead.
User Identifier Type. Optional.
HasPermission : True if the user has the requested permission, false otherwise.
