Access Timers' timeout at runtime

Sometimes to control timers' timeouts we need to know runtime value to hardcode or setting site property.

At big factories we don't have access to other environments beside development and the scheduling, timeouts and priority are managed by different teams.

It was good to have access at runtime to a timer's timeout.

Create a Public API for timer handling, including public actions for:
  • RuntimeScheduler.ValidateSchedule ==> validate a Schedule string
  • RuntimeScheduler.NextRun ==> calculate next run giving a Schedule string

Create two public actions to give more control in running and re-awakening timers

1. 'GetTimerTimeoutInMinutes' returning timeout the custom timeout in minutes (or else the default timeout. )

2. 'MinutesUntilTimeout' returning the nr of minutes until the timer hits the timeout.
