Add the ability to monitor threads/topics without first having to post in the thread.

User clicks the "watch" button next to the thread, and when a new post is added to the thread, all that have posted and all user's watching the thread are notified of the new post. 

(Also add a "watch" list and the option to stop watching a thread)
