For example, during data model changes where eSpaces should not be accessed, have the ability to re-direct users to a screen in some eSpace with some maintenance message.

I am not sure what you mean?
you mean when publishing the espace ona product-environment?
or do you want to disable certain pages until the development has been finished and deployed?

When database interventions are required in releases, some down-time is required for one or more applications.
It would be great to be able to configure in Service Center, that all page requests for an eSpace, or set of eSpaces, would be redirected to some address, like an eSpace with a configurable maintenance message and contact.
This would make it easier for users to be kept on the loop, that an upgrade is being performed, and that things should be back to normal by, for ex., 14pm.

You can, in v7.0, take an application offline, and customize the page that is shown to the user
