Allow "localhost" on Deployment Controller to work in farms

I see this *all the time*:

Someone comnfiguring their first farm sets the "Deployment Controller Address" on the Deployment Controller to "localhost" and on the other servers in the farm, uses the hostname of the Deployment Controller. This always causes problems! But if you look at the question, "localhost" should be acceptable for the Deployment Controller to communicate with itself, AND it works in single-server environments.

Please fix this so that it works if the user enters "localhost" on the Deployment Controller for the Deployment Controller address.
