Add the possibility to return AM/PM from the Format_DateTime function in the Text extension

In P9 I tried to get a formatted date back using the Format_DateTime() available in the Text extension using the "tt" format. Every way I tried, it didn't return the AM/PM part of the datetime string. After investigation I found out that the AM/PM part is only returned when your server is running in the US culture or when you add a specific culture to the function.

Currently the function is: ssFormattedDateTime = ssDateTime.ToString(ssFormat);

My wish is that the function is changed to: ssFormattedDateTime = ssDateTime.ToString(ssFormat, CultureInfo.InvariantCulture)

My idea is to extend the Format_DateTime() function with all possible formatting options and not only the ones in the description.
