Offer an unlimited-end-user mobile-application-specific license that costs nothing up front but is paid for by OutSystems getting a percentage of app store revenue.
The downside being (for OutSystems) you could create all the free apps you want, for free! :)

Thank you for your idea.
Revenue sharing is a recurring idea that we have discussed internally several times.
The issue with revenue sharing is that in effect OutSystems would become a stakeholder in the company with which the revenue share agreement was signed. This is not the business model we are interesting in following at this time.
The value of OutSystems increases with the number of apps and features a client builds, it is capable of building smaller individual apps as well, of course, but the benefit of true change, one click publish, etc. really shines for larger portfolios.
