Reminder comment with developer identification

Use case: When doing code review it is common to identify areas where developers need to fix something, refactor, or implement something new. It would be great to be able to create a reminder comment that identifies the developer that should follow it up. The usual identification would be the developer's username, e.g. "@nmm fix this please!"

To keep it simple the first developer reference would be the one to be used for this identification, meaning that multiple @developer references would be ignored. If one wants to assign something to a developer with a reminder it is easy to create a new reminder.

It would also be nice that the developer has visibility of all these "tasks" once he connects to an environment.
