[Service Center] Configuration of rules to trigger e-mails on critical errors

To be able to configure rules in Service Center, to evaluate error logs and trigger e-mails to configured e-mail when these happen.
The rules could be from having a certain text, from a specific or any eSpace, to repeating errors of same kind.
