[Service Center] Server Health Monitoring

Have a page in Service Center which allows to EASILY understand why an environment is slow.

Is it the database, is it process load, too many page requests, too many web service requests, memory low, low disk space, or other.

It would be nice to have a system health monitor, to check for Hardware resources CPU, Disk, RAM, Network, with a configurable notification system (triggers) for certain events (eg. diskSpace too low) so we could manage all the environment nodes health without leaving Service Center.

It would also be good to have, the possibility of start|stop|restart of OutSystems services and App Server as well (restart).
