Even better : integrate Enterprise Manager in Service Center.
As EM is becoming more and more a center piece of the platform.

I.e. if you use BPT, you're (more/less) forced to use EM. And it would be much easier to have one set of users instead of ServiceCenter User. EM User and EM User_Master ...

I think that it might be better to avoid letting anyone screw around with Service Center, but it would be nice if you could "extend" it by developing new features in other espaces and integrate them in Service Center adding tabs, links, etc.

I will have to agree with Fernando, extensions of Service Center by adding new tabs would be a great idea!

Not Service Center... but LifeTime! From version 8 you can extend LifeTime, and use a new underlying API that gives you information about the entire application portfolio. Use it to create plugins that help managing your applicaiton lifecycle or fetch data from the multiple environments, and display it in a centralized location, that manages the security accross the several environments.
