Allow public actions to return referenced record types

Public actions should be allowed to return referenced record types. Not being able to, makes it harder to extend an API from another eSpace.

I think you're right. I was trying to do this in the 4.2 version, this seems to have been done in the 5.0 or 5.1, but I didn't noticed.
