Wrapper for the jquery.floatThead plugin

Limitations:
-IE9 requires the use of a meta tag for compatability ( Fix is included)
-If the Position of the Table Header changes on the DOM a refresh is required ( Refresh webblock included)

Usage:
-Drag and drop the FixedTableHeader webblock
-Fill the Mandatory fields ( TableId and JSName )
