Actionable Messages are Microsoft Adaptive Card embedded in a regular e-mail. They can contain interactive elements like input fields and buttons. In addition Actionable Messages can be updated via an exposed REST API reflecting the most recent situation. Actionable Messages can enhance the user experience as a user can perform a task directly in Outlook inbox.

Adaptive Cards are in many Microsoft 365 applications, not just Outlook. You find them in Teams, Viva Engage, Loop and Copilot.
