Fixed the encoding of additional characters that were read incorrectly on platform installations that use Oracle as their primary database (RCNT-7027).

Fixed an error reading records that contained characters that aren’t allowed in JSON. This error only affected platform installations that use Oracle as their primary database. Note: the fix for this error was made in the previous version was not effective. (RCNT-6400)
