Convert DateTimes to and from different timezones. No Google API required.

Convert the server datetime to user local datetime. It uses MomentJS and a webblock to be placed in the applications to show the datetimes to the users in the local time.

The time-zone offset is the difference, in minutes, from local time to UTC. Note that this means that the offset is positive if the local timezone is behind UTC and negative if it is ahead.
