Attempting to log in, opening an application, publishing, etc., takes a long time for all actions.

Login was one of the things affected. Should be ok now.

For the problem, i think it's related to region (region dev, region server, ...) or use remote to the Virtual Machine so u need raise ticket to OS support.
Have you reviewed your CPU usage in AWS CloudWatch?

Can you check the DB status of your environment and you can use the below component to free up space as well.
we had similar issue in past but when we clean up our db it get resolved using above component. We cleaned up our logs and make sure full logging is not turn on always for API modules and delete all the espaces older than 2 months, etc.
