Cause: System Components were not published because of some random issue.
Resolution: Manually install System Components.
Open Service Center ( https://localhost/ServiceCenter/ )
Enter your admin credentials, admin / admin by default.
Navigate to -> Factory > Solutions > Upload and Publish a Solution
Click on the Choose File button
Navigate to C:\Program Files\OutSystems\Platform Server\
Select the System_Components.osp file
Click the Publish button
