Complementing João answer, another reason is to add a new plugin to an application without reinstalling the app the device.
Using new plugins in an app require a new package the application to be reinstalled in the device.

Where are you debugging? In the browser or in a device?
The plugins will not work in a browser... that’s one of the top reasons to get the unavailable plugin error message.
