[Application Framework] Tenant Reactivate swapped with Tenant Deactivate

Hi J.Ja :)

I might found a minor bug. I was checking your component and found out that in the TenantDetail screen (ApplicationFramework_Admin module) when you click on "Deactivate" you are really calling the "Reactive" action and vice versa. 

At runtime it is launching the corresponding exception.

Thanks! I was pretty sure I had that fixed, but I may not have backported that to the main branch. I'll get that fixed if it isn't already, and the next version will have it.
