Does need it any specific permission on source environment for create plan in life time?

You need at least Change and Deploy applications permission for the applications part of the plan.

You can only list application and create a deployment plan and save it in source environment (Suppose u are having developer permission in Dev Environment or application level) ,then a person having Change and Deploy or higher permission in destination environment can perform the deployment.
but to make deployment as Daniel said, you should have Change And Deploy or higher permission in App level or environment level. And please note app level permission is always override to other permission.
