Can i know the use case for this question? 

If the problem is showing the time in the UI. Outsystems will automatically convert the time in the User's local timezone

yes @BabyBear , time will shown to the UI, but time cannot convert automatic, In my db time was in utc time, i need to show the time in japan time by default, how to convert?
