I have tried with version 11.53.10, 11.53.12, 11.53.13, and 11.53.14

I have the same problem and until now still can't login. i've follow this post and also try to activate TLS1.2 on my machine but did't work. you can also open a technical support case here maybe you have a little bit different case.
Last my choice is reinstall operation system.

I have the same problem, since a few days, on a Windows 7 laptop.
EDIT: I have word OutSystems is looking into it.
I just got information, this issue only in personal environment on windows 7 and 8, My suggestion is that you can upgrade the operating system to Windows 10 for now, until the outsystem resolves this issue.
I have upgraded to windows 10 and it worked,

Heh, if upgrading to Win 10 was that easy, I would've done that long ago 😄.
Maybe you have a little bit different case. because in my issue have solved with upgrade Win 10.
Yeah, but what I mean is that upgrading Windows 7 to Windows 10 isn't easy; it takes a lot of time, and whether your apps are also upgraded is questionable...
Ok, I think the problem is that the PEs started using TLS 1.3, which is not supported (at least not out of the box) in Windows 7:
I just tried (on Windows 7), and I got a connection again! Haven't heard officially it's solved, but I count my blessings 😄.
