I had this question but couldn't find the answer.
Do we count application objects (AO) for non-production environments for license purposes, or do we only consider production environments for this purpose?

AO are counted in all environments, but you are only limited in production. In non-production you can do whatever you want.
The only vague reference to it on the license is:
If you have multiple production runtime environments, you'll sum the AO counts for each to determine your total AO count.
