We are getting some teams with a large number of members and any team member can add someone else to the team.  We need to be able to modify access of team members on who gets to add new team members.  Otherwise lots of people get added but no one takes ownership of the component. 

Options to include:

• Who can publish stable versions of the component
• Who can approve adding members to the team
• Ability to remove members of the team as a team admin.
