Please provide an API / Server Actions to ECT_Provider so we can configure and turn on/off App Feedback for an application without having to use the ECT_Provider app.

The ECT_Provider app has an all-or-nothing permissions model - if you are Feedback Manager you can see all feedback for all apps, and you can configure feedback for all apps. My use case has delegated access to certain apps to admin users, but I don't want them to have full control of all apps. I have built an app that can view feedback, filtered so users can only see Feedback for apps they have permissions, but I can't delegate control of switching feedback on and off, as there is no server action to configure App Feedback and the entities that store the configuration details are not public.
