The OutSystems Ideas page is ment to suggest ideas to improve the OutSystems platform. What you propose is build an application, that exists as a COTS (Commercial-of-the-shelf) product build by hundreds of suppliers. 

This would be very expensive to develop, and only makes sense if your business is selling this product. 99% you are better of by buyin a standard solution, and configure it to your needs.
