There should be an export/import feature for SEO Friendly URLs settings. You might want to set up the SEO Friendly URLs in a development environment and then export it to the production server, without having to configure it all over again.

It should have the option to append or replace preious settings.

This is already available for Page Rules (which are the ones most often changed).

You can export them to excel in the Dev or QA environment and import them in the production environment.

Note that this replaces all existing rules but you can easily merge them in excel before hand.
