When you open a module which has outdated references, you're kinda locked for opening other modules. Would be a nice QOL change if that wasn't the case.

What do you mean by being "locked for" opening? It is recommended and suggested that you update your references but you are not forced to do this right?
If you have a module with outdated references you should first make sure you refresh them otherwise you will possibly stumble into a problem when publishing your module. Because of this, we don't have plans to do this.
