In Service Center, all Security Levels (Read Only, Reference, Download, Publish, Full Control) available at the eSpaces/Extensions/Solutions tab should be available in the Security Settings tab when setting permissions over all eSpaces.

We’d like to have a profile with Download permission over all eSpaces and we had to set it to Full Control as an alternative :-S

With LifeTime you can set the default permission of a Role to Open & Reuse, which allows people in that role to have that access level to all applications. You can then drill down on each user / application and give him specific permissions (for those exceptional cases)
