In order to follow the study/evolution of our people, it would be interesting to have a learning area, where administrators (or other more appropriate roles) could assign courses, guided paths, tech talks.

Not all what you ask for, but the tracking of training and certification is already possible.
With the proper permissions on https://www.outsystems.com/cs-home/Home.aspx --> Customer Portal -> Training, there is an overview of training and certification per infra structure member.

I was referring to the Partner Center, this is because my team works for several customers and we are not associated with their license accounts.
In the Partner Center, we can see all the certifications of the people who are part of my company, but I cannot track the training they have already done on the Outsystems portal.
