I'm facing an issue with applications in my environment:
Until yesterday, everything was working fine. The main application was able to reference and use the library without any problems. However, when I tried publishing the main application today, I encountered the following error:
“The app or library could not be fetched from the organization.”
I've attached a screenshot of the error dialog for reference:
Interestingly, there are no error logs that indicate the cause of this issue. I haven't made any recent changes to the library, and republishing the library didn't help. When I try to publish the main application, it keeps throwing this error.

Is the library totally gone from your environment or is it just the reference broken somehow? If library is still there, what happens if you try to add/refresh the reference?

Thanks for the response. The library is still available, and I tried publishing it again before publishing the main app. Interestingly, the issue resolved itself after some time, though I'm not sure why. If it happens again, I'll report back here.

I m also facing same challenge. unable to publish any ODC application. when trying to publish, application is downloading and finally gives "The app or library could not be fetched from Organization" error.
