However,I encountered an issue accessing the application user via the URL :https://users. Can you

If you are sure that you are using your user which should be admin for this environment to login to user application (The username and password that you are using to login to service studio) so you may removed roles from your user by mistake especially UserManager role which is responsible for manage users into OutSystem environment.
You can login to service center then go to factory then modules and search for users module then select Single Sign On and click configure administrator user
Please access the User application (https://personal-ebebzao1.outsystemscloud.com/Users/) in an incognito window and see if the problem persists.
Maybe you are with the wrong user. Users app is to be accessed with the IT User as it is a system app. You were testing the OSMDb with the Applicational User.
Just logout and login again, but on Users directly.

I agreed with @Mostafa Othman, try to check if you already configured Admin to access users console,
You can't access users console with end user if they don't have UserManager role assigned to them,

I'm still working on OMSDb App but the problem is still persisting.
Steps Taken:
1.Initial Attempt:
I tried addressing the issue via the following path : service center > factory > module >single sign-on. However , the configured administrator user seems to have been revoked or reassigned else where.
2.Observations:
While I can view the espace roles assigned to users for other applications, I cannot manage user permission in OMSDb .
3.Alert Noted:
A notification states:
" User management is now done exclusively in Lifetime " .
This suggests that all user related configurations for OMSDb must now occur in Lifetime .
Questions/Concerns :
1.Does this change mean that I need a Lifetime subscription to manage users for OMSDb?
2.Is there a way to resolve this issue without incurring additional costs or is it mandatory to migrate user management to Lifetime ?
3.How can I regain access or configure the administrator in OMSDb if they have been reassigned ?
Hello OJ,
You should have access for lifetime of your environment but with limited features if you are using personal environments.
You need to differentiate between application user which you are creating and giving some roles to allow this user to use application (this is the case of adding users to OMSDb )
And IT users like developers who will access environment using service studio to develop applications and Platform admin user.
So if this personal environment so you need to login to Users web application using your email address and password that you are using to login to service studio then start creating users and assign applications role.
